The International Community of Women Living with HIV Eastern Africa (ICWEA) considers the 47th CPD with highest importance because its outcome will feed into the post 2015 processes. The theme of the upcoming 47th CPD session is the “Assessment of the status of implementation of the Programme of Action of the International Conference on Population and Development” which is a huge opportunity through which the engagement of WLHIV in post 2015 processes will contribute to the post 2015 frameworks to integrate the special SRHR needs of WLHIV. Below are some of the key SRHR concerns of WLHIV.
Our main Concerns
Access to SRH services by WLHIV is still wanting. Majority of WLHIV do not have access to family planning options from which to choose. At present, roughly 60% of women in sub-Saharan Africa use injectable contraceptives. WLHIV have the right to a wider array of safe, long-acting family planning methods that address concerns about HIV prevention and preventing unintended pregnancies.
- WLHIV have experienced SRH rights violations including forced and coerced family planning options by health service providers within health facility settings and high levels of gender based violence including intimate partner violence.
- There is need for improving the policy and legal environment to facilitate free and safe access to HIV and SRH services.
We therefore call upon our government to;
Reaffirm the importance of a development framework that tackles the HIV and SRHR related needs of women living with HIV to be embedded in the post 2015 framework.
- Prioritize the ICPD Programme of Action (ICPD PoA) in the development of the post-2015 framework. This is because the 1994 ICPD PoA provided for universal access to sexual and reproductive health services that integrate HIV, as well as gender equality and the empowerment of women and girls. Furthermore, the ICPD PoA framed its agenda from the perspective of the importance of addressing the SRHR needs of vulnerable persons including the WLHIV.
- To influence other governments to ensure that HIV and SRHR needs of WLHIV are embedded in the post 2015 framework.
· Support Women Living with HIV to meaningfully engage in post-2015 processes. ICWEA strongly believe that the theme of the 47th CPD which is stated and the linkages between the 47th CPD session to the UNGASS which is scheduled for Sept 2014 on ICPD and the forth-coming UN General Assembly meeting on post-2015 make this CPD session a key opportunity for influencing the post-2015 agenda for the integration of HIV and SRHR special needs of WLHIV.
